Meta Title Guidelines
Definition: a name given to the resource.Obligation: recommended.
Guidelines main title:
1. Use the title that is most obvious on the resource. This will usually appear near the top of the resource and will often be in a different font type or size to other information on the resource.
2. Do not include initial articles, such as "A", "An" or "The". External systems may not be able to handle initial articles.
3. Avoid introductory phrases such as Welcome to�, unless the title makes no sense without them.
4. Consider rearranging the order of significant introductory phrases such as public comment, or draft if they obscure the major title.
